All monsters you control gain 100 ATK. All monsters you control have their Level(s)/Rank(s) increased by 1. During your Main Phase 1, you can tribute this card; Decrease the Level(s) of all monster()s in your hand by 2.

The mass Level up can result in some particularly interesting applications when it comes to accessing different parts of the Extra Deck. Access to this can turn R4 plays into R5 ones assuming the Deck is prepared accordingly. Continuous Spell status makes it a little difficult to tutor though.

 

Other two effects are cute but might not really be a reason to run the card.

[Dova]

The card is rather useful when it comes to reaching new heights ED wise, and although Xyz makes a nice focus, Synchro works too. The Tribute effect really helps, as it can work as a spell until you want it not to. I couldn't really find how exactly this can be used, but it can turn any Level spam into the next level's spam. As for the actual tribute's effect, it helps with spamming decks, as quite a few of them are pend, but doesn't really work that well with the main effect. The ATK boost seems rather random, but helps in the mirror match.
