It's a less gimmicky version (and albeit stronger version) of Cyber Dragon. One of my main concerns about this card is that it's Rank 5 fodder (or otherwise can SS itself more than once, provided your opponent will still have more monsters).

 

I'd probably cut it down to once per turn; otherwise, it should be fine.

OCG-wise, just reverse the order of the wording (I understand what you mean though):

 

"If your opponent controls more monsters than you do, you can Special Summon this card (from your hand)."
