I could see this being used in a deck with mostly level 1s, because they tend to have the lowest ATK. Other than that, this would likely just be a pack filler, since 5 monsters period is hard to do in a lot of non-pendulum decks, and even harder when the monsters you need are a good deal of level 1s, which can't even be PSed. I'd lower it to 3 and change "all cards" to "monsters" or "face-up cards" so that people would have a bit more of a reason to use it.
