You can summon a level 5 or higher Dragon-type monster from your hand. Discard any number of Dragon-type monsters from your hand: that monster gains 200 ATK for everyone. Although I'm going to say that the power boosting thing isn't going to do very much, especially since it's already specific. I guess it'd help with Dragon Mirror into F.G.D. or something.
