Nice to see some love for Arcane Force, though flavourwise this seems more like support Synchro for Heralds/Agents. I imagine even there it could be pretty difficult to get out being a Level 3 and requiring LIGHT materials (Buten shenanigans would help, but you'd still be going pretty far in the minus to get it out and get its discard effect off which would be its main function). If it were Level 4 you could Sync a Mystic Shine Ball from Venus's effect with Agent of Mystery Earth.

 

The second effect needing an opponent to bounce it back  seems a little counterintuitive because it's so frail and your opponent can easily dispose of it by other means (by battle in particular). As is, it's pretty situational/opponent-dependent, I don't think it would be too overpowered to have it go off in response to being removed from the field in general. 

 

All-in-all a cool card, I'm a big fan of low-level Synchros but in-game they've largely been fairly underwhelming (with the exceptions of Formula Synchron and The Fabled Unicore) as Konami seems to often underestimate the resources they take to create in spite of their low-level, so don't be afraid to push the boundaries they've set for them to help make them more viable.
