Quick Play

Target 1 face-up Xyz Monster you control; Special Summon from your Extra Deck, 1 "CXyz" monster with the same Type as that monster you control but 1 Rank higher, by using it as the Xyz Material. (This Special Summon is treated as an Xyz Summon. Xyz Materials attached to that target also become Xyz Materials on the Summoned monster.) Then, decrease the Atk and Def of your opponent's monsters by 300 x the Rank of all "CXyz" monsters you control. You can only activate 1 "Rank-Up-Magic Spontaneous Chaos" per turn.

Right now, all of the CXyz monsters that exist aren't really great to be honest (though, it's also restricted to 8 cards in general). Let's see what can be used.

• Battleship Cherry Blossom: Has an easier way of being summoned off Meliae, but is it worth it just to mill the opponent's hand?
• Angeneral: I'm not too sure if Angineer is still being used in stuff like BA/Fluffal or wherever, but yeah it's an option if you want to. 
• Dark Fairy Cheer GIrl: Just nets a draw when it dies; otherwise not really worth it unless you Xyz from Fairy Cheer Girl. You still have some other options, but those are better off alone than being RUM fodder.
• Legend Arthur: Has a 3K body and OPT battle immunity; that's it. Not really seeing a use for him.
• Barian Hope: I guess you can make it off Strike Bounzer or something, but it doesn't do you much without other Numbers.
• Simon the Great Moral Leader: Well, it does have a nice monster immunity effect off a 3K body without needing its base form; only issue is that both of the valid targets you can use are Type-specific without going through hoops (and there aren't any Spellcaster decks that Rank 6 consistently, except maybe Magicians off Oafdragon/Kirin)
• Ultimatrainer: Literally only targetable off Felgrand and its base form, but it just protects itself as opposed to Felgrand granting blanket immunity to effects but negates itself. Can't deny its large 3800 body though.
• Babylon: Trains can use this to Rank-Up a dead 81 or Dora into Babylon (if they don't run Gangaridai itself, though if you do make this off Gangaridai, it gets its Xyz Material effect); plus it'll neuter your opponent's board completely because of this card's effect. This one, I can probably see coming out most often, given this fact.

I would probably lower the stat drop a little bit; the lower Ranked monsters won't do something drastic right now (well, I wouldn't say 900-1200 minimum isn't drastic), but Babylon in Trains will effectively drop them 3300 (and that pretty much means 0/0 stats). Even 200 x Rank is going to hurt a lot. Usage-wise, I really only see Babylon and maybe Angeneral being used out of this group; Simon is probably somewhere but I'm not too sure.

 

Idea is fine, but the power drop is worrying, especially with the last one.

Just wanted to point out that everything you said is good, but there was one small additional thing about this card that's interesting. It's a Quick-Play, so you could legitimately use it to avoid a targeted effect, or make a secondary attack during your battle phase. This could be a card that helps promote OTKs too because of that. Though it's unsearchable as it, so the consistency on it is low.

This is designed to be a way to make niche power plays for the CXyz base forms. And in something like trains it could be ridiculous. And in other decks its a small advantage maker but not much beyond that.
