I see this as a way to put cards like Shadow Mist on the board or combo this in Ghostricks or maybe Shaddolls. Beyond that it's fairly balanced. Hard OPT. And another Summon limit. If we had Empty Jar still this would see play in that. Maybe this would see play in Penguins but that isn't meta. Beyond that if ur in a tight spot for plays it could help unclog Palz by dropping Sorcerer.

With the summon limitation and the requirement of a no other face-up monsters, I think the Level limitation isn't really needed even if this card replaces itself for a draw... I mean this is the Pendulum era after all so I think it is more than appropriate to buff it a little bit in that regard.

The preceding effect already locks off added summons after that (assuming it isn't negated to begin with), but think you probably still need it in case it does (will need to check on that myself).

 

Though, even with the requirement that you have no face-down monsters, it doesn't stop the player from setting something first, then pulling out another card. Like dustdevil mentioned, you can use this to trigger something like Shadow Mist or whatever that activates on SSing only. You should keep the Level 4 and under restriction; otherwise stuff like Kozmos can just play this turn 1 and SS Destroyer or whatever high Level they want w/out going through the usual setup. Or really, anything that spams high level/power monsters and can net a draw afterwards; not just the above two decks. I suppose you could try removing the restriction, but should also come with requiring a clear field to begin with (well, no monsters period) and that you cannot Summon/set other monsters. Draw can probably stay around.

 

As-is, the card is fine, but sort of pressed to find Decks that can work with the restrictions this card imposes.
