TF2_The_Scout
Galaxy-Eyes Atomic Splice DragonRank 10LIGHTDragon/XYZ/EffectATK: 3300 DEF: 20003 Level 10 monstersYou can also XYZ Summon this card using 1 "Galaxy-Eyes" XYZ monster you control as material(materials attached to that card also become materials of this card). Once per turn: You can detach 2 materials from this card; Halve the ATK of all monsters your opponent controls. This card cannot attack the turn this effect is used. If this card destroys a monster with its ATK changed by this effect: Attach it to this card as material.
Libracor
Unless your opponent runs shaddolls or frognarchs, I can't see any situation in which this card isn't overpowered. Especially since it would be easy to summon it with at the very least three materials through any galaxy-eyes xyz, which have a ton of support. Taking away the ability to add more material would help balance it I think, or it's detachment ability could be toned down a bit to compensate. Flash Flyer - Sakura
Let's see... Galaxy/Ciphers (or something like Blue-Eyes that can Rank 8 like crazy) can make this off of Cipher Dragon / 107 / 62 or if you happen to steal an Xyz with Cipher Dragon; use THAT for a Rank-Up. Reminder that Galaxy-Eyes Full Armor also has no restriction on what Rank an Xyz has to be for eligible fodder, and it too combos with Cipher. Oh right, and it's also accessible by Trains because of Rank 10 things (and they already have C9 as a tech to steal stuff if they want to, despite it being a 3-mat). In this case, it's more accessible (albeit requiring that you kill the monster in battle first). I don't have issues with the ATK halving, but yeah the "destroy/attach" effect does need to be toned down or changed to something else. You can just make this a Rank 9 so it's not abused by Rank 10 spam decks, but then it conflicts with Cipher Blade and 95 for a slot (though this has a different niche than those two). Galaxy-Eyes don't make Rank 10s (well, unless they tech Astral Force or something, but why?).
TF2_The_Scout
I changed the material requirements to 3 materials and changed the effect.
Libracor
It looks much less op now. The destroy/attach clause isn't an issue anymore and the attack halving effect isn't op thanks to the restrictions. 3 mat seems a bit steep but that's just me. All in all, very good card.
