                     (1) If this card is Normal or Special Summoned: You can add 1 Cipher monster from your Deck or Graveyard to your hand.

                     (2) You can banish this card from your Graveyard to target 2 "Cipher" monsters you control; Their Levels become 8.

                     You can only activate each effect of "Cipher Commander" once per turn.

(Plain and simple a Stratos type of monster to add consistency and allow twin raptor to search a level 4 cipher + cipher wing, as for the second effect it is supposed to make stepping stone plays with the "Cipher Projection" effect of Galaxy Eyes Cipher Dragon and Neo Galaxy Eyes Cipher Dragon stronger, basicly allowing neo to turn 2 monsters into another cipher dragon, or allowing the usual one to steal not only xyzs (even though xyzs still suffer much more from cipher dragons effect), also this effect helps to setup cipher plays without using cipher wing, basicly preventing the deck from downright losing to prohibition).
