It is intuitive that it flat out searches monsters that cannot be Normal Summoned, period, but a comma after "Normal Summoned" would make it less distracting to read, because I keep thinking "a monster that cannot be Normal Summoned from the Deck and cannot be Normal Summoned from the Graveyard" even if it is as a joke to myself.... It's mostly a nitpick.

 

The card itself lacks ATK and DEF stats, sooooo it needs to have them to analyze it entirely....  

 

As for the effect, it is a little too broad IMO. One one hand, you can help Gate Guardian, Valkyrion, and all sorts of nice bosses, and on the other, you are also searching out the Chaos Envoys and Judgment Dragon. 

 

I advice you focus on a less broad target audience for this card, like a specific Level range or a specific Type and/or Attribute of nomi/semi-nomi. Then depending on what it has left after these suggestions, it'd also need to see if it is fine remaining a Tuner.
