The Frost King
Higher Ground Normal Spell Card Effect: If your LP is lower than 8000 and your opponents LP is lower than 4000, your LP becomes 8000 and your opponent's LP becomes 4000. (You can only activate "Higher Ground" once per Duel) Tell me what you think of the card.
ArcX
Its a little overpowered and a little useless. If you have more LP then your opponent there is no use in this, I would just finish off the opponent instead of giving myself and him/her a boost. I guess you could use this in a situation where you have not many and/or no monster or you don't have a monster that could beat something like Qusar Dragon, Blue-eyes, etc, but just to buy some time. And if you have a low amount LP and your opponent have around the same amount (Of course under 4000) you could use this to get the 'higher ground'. But all this does is stall. Also, 4000 LP difference is kinda over powered. And being a normal spell it would be useless if your opponent went and did a RKO/OTK/etc. And sense you can only use it once per duel, the opponent just flips a Twin Twister and it just becomes a dead card. I wouldn't see using this in any deck. Sorry if this sounds angry, but its my first time.
The Frost King
I understand how you can see this card as useless. One situation this card would not be useless is if Burning Land is on the field and both you and your opponents LP are below 4000.
Flash Flyer - Sakura
That is, if anyone even USES Burning Land. At best, I suppose it could be used to offset battle damage or something (I.e. extensive LP costs), but then your opponent technically benefits as well. I don't know; suppose you could do something with Megamorph to weaken the opponent's stuff further, but any logical situations are technically gimmicky. If your opponent is already at low LP, you might as well kill them already instead of pumping them (unless the LP they gain is marginal). In regards to Twin Twister, even if it destroys this card on activation, this card will still trigger (unless you left it as bait or something). Realize that Twisters does not negate (like MST doesn't either); now if we were talking about something like CDI or other negation, then you'd have to worry.
