You can Normal Summon non-Ritual monster that cannot be Normal summoned/set from your hand by by Tributing the same number of monsters needed for a Tribute Summon (Normally for its Levels) +1, ignoring its Summoning Conditions. you must Tribute at least 1 "Murmuring Sage of Descension" for that Normal Summon.

Make sure you post the ATK/DEF here; you're technically missing those. 

 

As for the card itself, it's technically nice for summoning certain monsters that either have extremely difficult conditions or avoiding (semi-) Nomi things. At best, I see this mostly for boss monsters, which translates to 2-3 monsters on average. Not really sure which monsters with these conditions are worth avoiding their usual method; I would say this could make Horakthy easier to summon, but I don't think her effect would trigger on a NORMAL Summon. 

 

Then again, you also need to have another copy of this card minimum as a monster card; suppose it helps if you can P-Summon a 2nd/3rd copy with other monsters, then summon whatever monster you want.

So yeah, not really seeing potential monsters that can really play with this card's condition; aside from maybe BLS or something.
