Effect: Unaffected by other card effects. Once per turn, you can detach 1 Xyz Material from this card, all monsters your opponent controls have their ATK and DEF become 0 until the end of this turn. If this card has a "Raidraptor" monster as Xyz Material, It gains this effect.

So basically Soul Shave off Ultimate Falcon, or chain Doom Double Force off a destroyed Revolution Falcon; ok...

 

But really, Ultimate is already potent enough to do whatever; did you really need to make a much stronger version? Granted, it's not going to outright block the opponent from activating effects, but it's still a permanent zeroing of stats. Then, take into account this card also negates everything your opponent has up and cannot chain to it, coupled with a 40/30 body. 

 

I'm not entirely certain on how often RRs even go into Ultimate nowadays, but I would think that it's enough for them and not have to resort to making THIS.

You could bring this card in by using Last Strix's effect to summon Raidraptor-Ultimate Falcon and then using Rank-Up-Magic Astral Force or Rank-Up-Magic Skip Force.
