You can detach 1  Xyz Material from this card to declare 1 Phase, except the End Phase; neither player can conduct that Phase while this card remains face-up on the field. You can only activate this effect of "Caesura, Empress of Seizing Time" once per turn.

The way I see it is that Rank 9 is still an undesirable Rank to be... So why not make the effect powerful and distinctive enough to be an incentive.

Interesting idea Egmoedeus XVII but maybe instead of creating one boss monster try to create a archetype that focuses on summoning rank 9 monsters. (maybe call it 九 pinyin jiǔ or long lasting)

 

The main problem is that I think you made this card too good on its own. It has great synergy with Terminal World and at a worst it's Time Seal. Also it has good stats.

 

Maybe a quick effect that skips over ever instance of a phase during the turn it is activated would be more balanced.

I admit Rank 9s are still very difficult to summon at this time, outside of Dyson Sphere stuff and/or using ED monsters, but even then, the interactions above can be problematic.

• Lock off the Draw Phase, and this is Time Seal
• Lock off Main Phase 1 and neither of you can set up without entering your Battle Phase.
• Lock off the Battle Phase, and you resort to chain burn and alt. win conditions. Additionally, this also kills the MP2.
• Lock off Main Phase 2; both of you end up setting backrow early on MP1.

If you wanted to be nuts about it, you can still Astral Force this from CXyz Simon the Great Moral Leader (to be fair, that's the only monster that's an eligible target).
