Shoot, mate way to render Odd-Eyes Phantom Dragon wholly obsolete. But really, this is the Odd-Eyes version of Oversight Magician (non-available Monster Effect at the current time of typing notwithstanding). Manipulating Pendulum Scales is always welcome, though it'll mostly be to decrease since most'll just gun for Odd-Eyes Unicorn with this card's effect. Speaking of which, I'm really suggesting the Odd-Eyes search be limited to the monster ability instead of the Pendulum ability. Think even you know how much people detest Pendulums that self-complete Scales (see what happened to Performapal Monkeyboard.) Would've been okay if it didn't also have the Scale-adjusting effect there too, because Scale 4 is incredibly unwieldy, but since it is, I suggest you change one of Odd-Eyes Partner Dragon's effects to the monster effect if you must have it at all. But don't put both on the Pendulum Effect.

 

Just saying. 

 

But I'll reserve further judgment until I see that monster effect. Unless its a Normal Pend. Then just put down something nice about the Odd-Eyes race and we're kosher. 

 

Good card, and it isn't even halfway done.

It's a vanilla.

 

Setting up 4/8 isn't great, and a 1-turn 3/8 isn't even a big issue, in my eyes. It's good, but I don't think it's absurd.

 

The 1-turn 1/8 provided by Mirage Dragon is more notable, and other cards can do this without searching mediocre cards, overall.

 

Was intentionally designed to be just decent overall, considering its only search targets, as of now, are an okay Ppal and a mediocre Odd-Eyes. The problem with Monkeyboard and Scout was more the sheer versatility and/or the pool of quality targets, as opposed to simply being 1-card scales.
