Activate only during the start of your opponent's Battle Phase. Target 1 face-up monster you control; it gains 1500 ATK until the End Phase, and it can attack first during this Battle Phase.

Under current mechanics, I don't think that you can actually attack the opponent during their own BP. You may have to change the effect to just target an opponent's monster of choice and force it to battle this card; that's the closest you can get (there's some wording that could let you choose the opponent's monster without having to bypass targeting protection, but don't recall what that is). Unlike Pokemon, we don't have any way to make "priority" moves. 

 

Assuming the change is made, effect is pretty nice; you get a power bonus and get rid of an opposing monster of choice. I'm going to assume the power bonus is indeed permanent, which does draw some concern with common bosses and their power level.

Awww damn... Got me there as a fellow Pokemon fan. Anyhow, I thought it would be applicable to Yugioh somehow considering it could be an kind of an introduction to the idea, but then I realize there is at least one other card that must attack "first" (Ultimate Tyranno, I think) which could lead to contradictions in ruling (which probably could be addressed if a similar idea was introduced on Konami's terms).  I'll play with the wording alittle more, then I'll probably make the change you suggested.
