Effect:

You can send 1 "Cyber Dragon" monster from your Deck to your Graveyard, and if you do, Special Summon this card (from your hand) to your opponent's side of the field by tributing 1 monster they controls, then both players can Special Summon 1 Machine-Type monster from their hand in Defense-Position.

I guess you could mill something like Cyber Dragon Core to get this onto the field, then trigger Core to summon another CyDra to do plays with (or yes, Fortress Dragon summoning). This is essentially an in-Archetype Kaiju for them to say the least. 

 

Right now, they aren't doing much, yes, but as-is, Fortress is the one thing that will abuse this (and the probably free CyDra + Drei combo into Rank 5 and subsequent Infinity). I'd also say Super Poly to make the Fusion bosses, but that's banned (remind me if OCG has it at 1, don't think they do).

And yeah, because this card isn't technically a "Cyber Dragon", you can't use it to trigger Network or use it for Rampage, however DON'T give it an in-Archetype clause.

I told you NOT to make it another CyDra monster, now he's another target for Chimeratech Rampage and just going to fuel Rank 5 spam for them in addition to Kaiju removal.
