If you use this effect, this card cannot attack during the Battle Phase this turn.

So a Link Monster retrain off a old classic Normal Monster where it gains 400 ATK for each Machine Monster Linked t it for a total 2200 ATK and also allows you to make a Machine that's linked to it attack directly but as a result it cannot attack itself.
