These sorts of cards usually go for 3+.I think you'd hardly want to set this card because of how commonly you'll be able to just drop it from the hand during either player's turn.It will very often outclass Cosmic Cyclone without having to worry about the LP cost. I suggest you make it so that you can only activate this from the hand during your own turn.Or that during your opponent's turn IF you have no cards on your field.Or something that restricts that ability of staying safe and live in your hand at all times in some way.
