This card ATK becomes equal to the number of Token Monsters you control times 1000. Token Monsters you control cannot be destroyed either by battle or by card effects and all battle damage involving a Token Monster you control becomes 0. Once per turn (Quick Effect): you can Special Summon 2 "Sheep Token" (Beast/EARTH/Level 1/ATK 0/DEF 0) to your side of the field. If this card would be destroyed, you can tribute 1 Token Monster you control instead.

So Gargantua Scapegoat is basically a follow on to Scapegoat where it generates Tokens gains ATK from them and also tributes them to protect itself.

 

Ideally decks that can generate a lot of tokens that can allow you to Link Summon into this like Scapegoat can easily make this when they are used right and protected. Also this will allow for Token Decks to become quite viable.
