A card for use in Pendulum Decks, if you don't have access to a Link Monster to Summon your monsters, why not get rid of them for huge destruction? This allows you to get rid of any face-up card your opponent controls, though you give up direct attacks, so it's better to only destroy a few monsters, then take care of the rest through battle and use its other effect to deal some extra damage as well.

Target face-up cards your opponent controls up to the number of face-up Pendulum Monsters in your Extra Deck; send face-up Pendulum Monsters in your Extra Deck to the GY equal to the number of cards targeted, and if you do, destroy those targets, also you cannot attack directly for the rest of this turn. If this card was activated and sent to the GY this turn: You can banish this card from your GY; send 1 face-up Pendulum Monster from your Extra Deck to the GY, then inflict damage to your opponent equal to its Level/Rank x 200.

I don't really know what your intentions are with that GY effect, since that might as well just be a part of the effect since it has to be activated in the same turn anyway, I do like the idea of sending your Pendulums from your Extra Deck to the GY as a cost, considering the nature of Pendulum monsters are against that, If there was an archetype made that involved moving Pendulums around from GY to Extra Deck and back it would be a cool concept. Wonder if you're going to explore that.

I take it you didn't read the top text, I explained that it's to make the lack of attacking directly less of a restriction by getting in more damage through the card effect. The reason it is not in the same effect is because those are two different kinds of effects, burning and destroying, you are meant to use them in a specific way and limit your targets so you don't just empty your Extra Deck, you are meant to play it strategically.

Sure, but no one's going to play this card to burn your opponent, especially when you can't even use it as finishing damage like with Gagaga Cowboy since you can't even attack directly. I would rather it not have to activate the same turn (even though the burn capabilities could be exploited). If not then I would rather make it a part of the existing effect, like inflicting damage for each monster that was destroyed (Raigeki and Dark Hole already power creep this card anyway), or switching out the burn for another sort of effect entirely.
