Was made to be broken i think its too slow.

A few little notes. First, where do I special summon it from? The way it is written, it makes me think no matter where this card is, it gets SS to my opponent's field. Second, does it also send itself back to summoners field? If so, doesn't that mean all monsters during every End Phase would be brought from one field to the next? In order to fix these, I will write the effect in correct TCG Grammar.

 

You can Special Summon this card(from your hand) to your opponent's side of the field. Once per turn, during your End Phase, Special Summon all monsters you control to the owner of this card.

 

This next bit would be optional, to prevent you from losing every monster every turn.

 

You can only activate this effect of "Evil Hero Vicious" once per Duel.

 

This card seems way too broken to me, and I feel like it should be put in Joke/Overpowered cards. Sakura plz fix this.

We can assume it is from the hand, but yeah. you need to mention where you summon from. Even if it is an OPD effect, it's still a forced effect that punishes the opponent for swarming, though there are other issues pertaining to how it can be applied on your end. 

 

But nonetheless, if you intended for cards to be broken, they go in Joke/OP'd cards.
