It feels kind of underwhelming IMO.

It could be a Continuous Spell/Trap effect, Field Spell effect, or Pendulum Scale, effect. It could also stop effects in a way similar to Lose 1 Turn, otherwise monsters that can't attack can still use their effects and then ladder into something else without much of a hassle. Well, there's the decks that don't wanna lose their archetype field presence like Magibullets or Weathery, but still.

As is, it seems like you need to provide extra dedication to Summon it in combination to your other plays, in addition to the other issues it has.

The draw effect I recommend changing it to when a monster(s) with 500 or less DEF is Summoned to your opponent's field. This way you can somehow trigger it yourself with like, Give & Take, Nimble Musasabi, or something along those lines, on top of chaining DEF draining effects like Curse of Anubis. I don't think it should be once per turn though. It feels situational enough to not be an issue, and if my suggestion were to create some sort of loop, I think it'd be a bit too odd to try out reliably.

It is a hilarious amount though, I remember that Snake Bite card and House of Adhesive Tape that were like Trap Holes but for 500 ATK/DEF stats.

The last effect sounds like a lot of fun though. Reuse Lyla or leave Goblin Attack Force-like cards less vulnerable.
