If this card is used as a Link Material for a Link 3 or higher Cyberse Link Monster, you can Special Summon this card from your GY to your side of the field. You can only activate this effect of "Cosmic Star Guardian" once per turn.

So this card basically acts as a Cyberse version of the Gaia retrains (Swift and Charging) where it can be Normal Summoned into a Zone a Cyberse Link Monster points to without a tribute and protects them as well. then if its used for a Link 3 or higher Cyberse Link Monster you can summon it back to the field.

 

In Cyberse decks this card can be considered a powerful card for them as this can protect your weaker Cyberse Link Monsters from attacks if their ATK is incredibly low and can help with laddering into your bigger Link Monsters.
