When a monster is Special Summoned to a zone this card points to, negate the effects of all other face up cards on the field, then, the ATK and DEF of all other face up monsters on the field become 0. Card effects cannot be activate in response to this effect. When this card is destroyed by battle or by an opponents card effect, you can banish this card; Special Summon 1 Link 4 or lower "Topologic" Link Monster from your Extra Deck or GY to your side of the field (this Special Summon is also treated as a Link Summon.)

So for Topologic's this card can shut down all other effects and reduce Monsters ATK and DEF to 0 in the process while your opponent won't be able to counter it, then, when it leaves the field it can summon out any other Topologic to bring on additional hurt.

 

Effectively you can ladder this off the Link 3 Topologic if you summon 2 Monsters in zones it doesn't point to then generate a Monster in a zone this points to and deal 3500 damage if attacking a attack position whose ATK become 0 by this effect.
