The effect of Monsters your opponent controls that were Tribute Summoned or Special Summoned from the hand are negated. So this card acts as protection against Kaijus and Monarchs in terms of preventing your opponent from tributing your monsters for Kaiju's and negating the effects of Kaijus they summon along with any tribute summoned monsters like Monarchs or if they tribute summon a Kaiju to get around this cards effect.
