This card cannot attack during the turn it was summoned. Increase this cards ATK by 500 for each Monster in a zone it points to. While you control "Toon World", your opponent cannot activate cards and/or effects that would target a card(s). While you control "Toon World" and your opponent controls no Toon Monsters, this card can attack directly.

So with Toons this acts as a parody on Decode but powercreeps it in Toons where if Toon World is on the field, it shut down all targeting effects for your opponent while also gaining the regular 500 ATK per monster in a zone it points to.

 

In Toons this would be a powerhouse card along with Toon Kingdom in play giving it that extra protection.
