This card cannot be destroyed as a result of battle. Once per turn: place Fog Counters on this card equal to the number of "Cloudian" Monsters you control. You can remove 2 Fog Counters from this card; Special Summon 1 "Cloudian" Monster from your hand to a zone this card points to. While theirs a Fairy Monster in a zone this card points to, all battle damage you would take involving Monsters you control becomes 0.

So Kartra (name based off Hurricane Katrina) helps cloudians by generating a lot of Fog Counters on it for all of your other Cloudians effects and can remove 2 to summon a Cloudian like Eye of the typhoon from your hand and deals with their weakness of being in ATK all the time by shutting down battle damage if next to a fairy Monster.

 

In Cloudians with its Link Markers it can work with Mastar Boy where it gives you a 2300 Kartra and will allow you to summon Cloudians with more ATK like a Nimbusman with 1500 ATK+ the ATK boost from all the counters on this or Eye of the Typhoon with 3500 ATK.
