You can Special Summon this card from your hand by banishing 1 Spell/Trap Card from your GY. You can only Special Summon "Cast Blaster" this way once per turn. When this card is Normal or Special Summoned, you can target 1 card on the field, destroy the targeted card. If this card is used as a Link Material for a Link Monster, add 1 of your banished Spell/Trap Cards to your hand. You can only activate each effect of "Cast Blaster" once per turn.

So Cast Blaster is a Spell Striker esc card that can summon itself off banishing a Spell or Trap and when summoned can destroy a card on the field, in addition to this if it was used as a Link Material for a Link Monster it can then retrieve a banished Spell/Trap and add it to your hand.

 

This card ideally can work in Warrior themed Link Decks with cards like Isolde where this would add your Spell/Trap you banished and Isolde would search you a Warrior Monster. Ideally you can basically use this to recycle your Reinforcements of the Army as the card itself is a Warrior.
