You can Special Summon this card by tributing 1 "HERO" Monster you control. If this card is Special Summoned this way, increase this cards ATK equal to the original ATK of the tribute Monster. When this card leaves the field, you can add 1 "HERO" Monster, "Polymerization", "Fusion" Spell card or "Change" Quick Play Spell card from your GY to your hand. You can only activate this effect of "Xtra HERO Power Driver" once per turn.

So Power Driver acts as a HERO in theme Turret Warrior where it can Special Summon itself by tributing a HERO you control and gain its ATK plus when it leaves the field allows you to recycle your HERO/Fusion/Mask Cards.

 

In HERO Decks this can be a powerful tech with your HERO Fusions as you can tribute this card over Absolute Zero to make this a 4000 ATK Monster and destroy all of your opponents Monsters in the process or tribute over a Fusion to open your Extra Monster Zone for another Fusion that you need to make.
