So this card is a Spell that integrates itself with Spellcasters and Cyberse where if you have a Level 5 or higher Spellcaster or Cyberse Monster you can excavate the top 3 cards of your deck and summon Level 4 or lower Spellcaster and Cyberse Monsters among them.

 

This card would be perfect for Spellcasters and Cyberse in terms of setting up Synchro, Xyz and Link Summoning but the card is balanced by limiting you to summoning Spellcaster and Cyberse Monsters so you don't go off theme during the turn you play this card.
