Pommelo
Congratz on your first card. Allow me to help you with some card grammar: Quote If this card has "Chaos Emperor Dragon - Envoy of The End" as material, it gains this effect. ● You can destroy all monsters your opponent controls. You can only use this effect of "Number 1: Emperor Dragon-End of time" once per Duel. If this card would be destroyed by your opponent's card: You can banish 1 Level 8 Dragon monster from your GY; negate the activation or attack. I've never rated a card in the way you ask. My approach is to be look at how the card can be improved, because if suddenly someone comes and tells you, "lulz, this card is a 3", the poster just gets disappointed. This card can see some improvement. Almost every Xyz Monster has a detach effect, while this one only has that once per duel effect if it has the Emperor. I believe there's space for you to include a detach effect. Also, 3 Level 8 monsters is quite a steep cost to Summon, and it keeps the classic 3000/2500, while I believe it warrants slightly higher stats. D/D/D Duo-Dawn King Kali Yuga requires 2 materials (but not generic) and has 3500/3000. Galaxy-Eyes Full Armor Photon Dragon is a better example, it has 4000/3500 and is generic 3 Level 8. So yeah, the card can be a little stronger, but don't go overboard. Welcome to YCM n.n
Loleo
@Rayfield Lumina The last part of the effect bothered me "If this card would be destroyed by your opponent's card: You can banish 1 Level 8 Dragon monster from your GY; negate the activation." Shouldn't it just negate the destruction? Being destroyed by an opponent's card counts battle right? You could say if it would be destroyed by an opponent's card effect or just card effect in general, but just being destroyed by card includes battle and there would be no "activation" to negate? For the stats I would say 4000/3000.

For the stats I would say 4000/3000. I forgot to mention negate the activation or attack indeed. Now, my very first though while making the suggestion was an "instead effect". Something like this: If this card would be destroyed by your opponent's card, you can banish 1 Level 8 Dragon from your GY instead. But I decided against it. Say that your opponent uses Raigeki, and you control 2+ monsters. I'm unsure if this "instead" effect will negate the Raigeki altogether. It would seem that it only includes itself in the "instead". If THIS monster would be destroyed... etc. What I did what a negating effect. Anything that would affect it and destroy it would get negated completely with this wording, I believe. Again, I'm not 100% sure if the "instead" effect can do this as well, but I went for the secure method lol.

Horu
I mean the effect is decent but I'd have to agree with Bradley given this is supposed to be an updrade to Chaos Emperor Dragon - Envoy of the End. The effect should be more along the lines of: If this card is Xyz Summoned using a "Chaos" monster, it gains the following effect(s): (1) Detach 1 Material: Destroy all monsters your opponent controls; this card cannot attack the the turn this effect is activated. (2) If this card would be affected by the effect of a card controlled by your opponent: Banish 1 monster from your GY; negate the effect of that card and destroy it.
