Level 4/LIGHT/Fairy/Tuner/Effect
You can only use the 2nd effect of this card’s name once per turn.
(1) This card’s name becomes “Visas Starfrost” while on the field or in the GY.
(2) You can target any number of your “Visas” monsters that are banished, on your field, and/or in your GY; shuffle them into the Deck, and if you do, Special Summon this card from your hand, and if you do, it gains 400 ATK for each monster with different names shuffled by this effect.
(3) If this card you control would be used as Synchro Material, you can treat it as a non-Tuner.

Cannot be Normal Summoned/Set. Must be Special Summoned by its own Pendulum Effect. You can only Special Summon “Veda Upanishad(s)” once per turn.

You can only use the 1st and 2nd effect of this card’s name each once per turn.
(1) If this card is Synchro Summoned: You can target 1 Level 2 Tuner in your GY; Special Summon it, but its effects are negated.
(2) You can target any number of Tuners you control; their Levels become 2, also you cannot Special Summon monsters from the Extra Deck for the rest of this turn, except Synchro Monsters.

You can only use the 2nd effect of this card’s name once per turn.
(1) Add 1 “Veda” monster from your Deck to your hand.
(2) If a face-up Tuner(s) you control is destroyed by battle or card effect while this card is in your GY and “Visas Starfrost” is on the field: You can banish this card, then target 1 of those destroyed monsters; add it to your hand.

You can only use the 1st and 2nd effect of this card’s name each once per turn.
(1) Target 1 monster you control and 1 Effect Monster your opponent controls; destroy that monster you control, and if you do, negate that opponent’s monster’s effects (until the end of the turn), then, if “Visas Starfrost” is on the field, you can destroy the targeted monster.
(2) During your Main Phase, if a “Veda” Monster Card on the field: You can banish this card from your GY; destroy 1 monster you control.

You can only use the 1st and 2nd effect of this card’s name each once per turn.
(1) If “Visas Starfrost” is on the field: Target 1 Effect Monster on the field; shuffle that target into the Deck, and if you do, during the End Phase of this turn, its owner can add 1 monster from their Deck to their hand with a different Type and a lower Level than the shuffled monster’s Level/Rank/Link Rating.
(2) If a “Veda” monster(s) is Special Summoned while this card is in your GY: You can add this card to your hand.

AGOV-JP073 Loka Samsara
Trap
You can only use the 1st and 2nd effect of this card’s name each once per turn.
(1) Banish 1 face-up “Visas Starfrost” you control (until the End Phase); Special Summon 1 “Heart” monster with 3000 ATK from your Extra Deck, ignoring its Summoning conditions, but it can only activate its effects once, also banish it face-down during the End Phase.
(2) If your opponent Special Summons a monster(s) from the Extra Deck while this card is in your GY: You can add this card to your hand.

The new Veda is interesting. I have no interest in playing in Visas lore archetypes, but Veda seems cool and I might give it a shot. Manadome remains to be the most boring archetype of this lore. Loka Samsara is insane. I'm glad the monster it summons only stays on the field for one turn or this would've been absolutely busted. That said, it being able to summon any Heart boss monster from the different archetypes is genuinely making me consider making a Visas lore deck that somehow combines every single archetype.

On another note, I made a post about this a while ago: In the card "Pristine Planets Amritara" you can see 7 planets. With the introduction of Veda we now have 5 archetypes, meaning there's 2 more left. But the only summoning condition that's not part of this lore is ritual.

Considering Konami's focus on lore recently and the fact this is roughly the time we would be getting a new anime series/MR6/new summoning mechanic, could it be that Konami intends to use this lore to introduce a new summoning mechanic for the 7th planet?

In all honesty, I'd say this theory is flimsy at best. I don't think Konami are going to introduce a new summoning mechanic to coincide with this lore, and with regards to the Master Rule changes, every time that has happened, it was always early spring (March/April), though Konami did introduce a new type in DUNE which came out in April for what it's worth. Meanwhile on the anime front, the focus is on Rush Duels at the moment and Go Rush is still ongoing.
As for the planets thing, we know that there are two Broken Worlds we haven't seen yet as the 2nd and 3rd are still unaccounted for (Tearlament's was first and Scareclaw's was fourth), and we haven't seen Veda's yet, and that could be 2 or 3. Amritara is probably the seventh planet as its name doesn't follow the numbering convention the others have had.
