Wrong forum.  Belongs in the Casual Cards forum, not Card Game Workshop.

For the card itself, the effects should read something like this:

Monster effect: "If this card is Normal or Special Summoned, Special Summon 1 "The Phantom Knights" monster from your Deck, but its effects are negated. If this card in the field is used as Link Material, you can place it in your Pendulum Zone instead of sending it to the face-up Extra Deck. If a card(s) in your possession is used as Xyz Material while this card is in your GY: Special Summon this card. You can only use each effect of "The Phantom Knights of Strangled Soul" once per turn."
Pendulum Effect: "Once per turn, you can target up to 3 "Phantom Knights" cards that are banished or in your GY; Special Summon 1 "The Phantom Knights" Xyz Monster from your Extra Deck and attach those targeted cards to that monster as Xyz Material (this is treated as an Xyz Summon using the targeted cards as Xyz Material)."

The Phantom Knights monsters all reference actual pieces of armor or weaponry.  This card's name doesn't fit with the theme.

Beyond that, it's a very powerful card, probably too strong.  1600 ATK is a lot for a Level 3 effect monster, and unless I'm mistaken, that's more than any main-deck Phantom Knights monster currently has, including the Level 4's.  The Pendulum Effect needs a hard once-per-turn, not a soft one. Otherwise, it can potentially lead to some absurd wombo-combos where you use its effect as many times in one turn as you want by using multiple copies and/or bouncing your own scales back to the hand to recycle them. The effect itself is probably okay if you can only use it once per turn, but if you can use it more than that it's busted. 

Here's a potential combo line:

Foolish Burial >> Strangled Soul card to the GY. Normal Tour Guide from the Underworld >> SS any Burning Abyss monster with effects negated. Overlay into Dante >> revive Strangled Soul by its own effect. Strangled Soul's effect activates >> summon another copy of itself. Link away both Strangled Soul for Cherubini or other generic Link 2 >> place both Strangled Soul in Pendulum Scales. Activate Dante effect >> send 3 cards to GY. Use 1 Strangled Soul to make Raider's Knight by its own effect using cards from GY. Link Summon Rusty Bardiche using your Link-2 + Dante. Rusty Bardiche sends another PK and then Sets either Fog Blade or whatever PK Spell/Trap you want.

That isn't the end of that combo line, either.  It also doesn't have to start with Foolish Burial.  There are a LOT of starters that can get to that combo line or a similar one; I've played a fair amount of Phantom Knights/Burning Abyss, and that card, in essence, gives you six copies of Tour Guide from the Underworld.  With a hard once-per-turn it's very strong, but without an HOPT clause it's way too much.
