* If this card is destroyed by an opponents card: You can Special Summon 1 "Blue-Eyes White Dragon" from your hand, Deck, GY or banishment, and if you do, the summoned monster gains 1500 ATK/DEF, also, for the rest of this turn after this effect resolves, you cannot Special Summon monsters.

You can tribute 1 Level 1 LIGHT Tuner monster you control and banish this card from your GY; Special Summon 1 Level 8 LIGHT Dragon Normal monster from your Deck. You can only use this effect of "Calling with Eyes of Blue" once per turn. You can only activate 1 "Calling with Eyes of Blue" per turn.

If you control a Level 8 or higher LIGHT Dragon monster, you can activate this card from your hand. Activate this card if an opponents monster attacks. Negate that attack, then, gain LP equal to that cards original ATK, also, if you control a "Blue-Eyes" monster, your opponent cannot activate cards or effects in response to the activation of this card. If a "Blue-Eyes" monster you control would be destroyed by an opponents card, you can banish this card from your GY instead. You can only activate 1 "Mystical Elf Barrier" per turn.

The Synchro monster offers solid support and could serve as a key piece for an OTK deck. However, making it Level 9 would better align with the thematic consistency of the other "Blue-Eyes" Synchro monsters.

As for "White Dragon with Eyes of Blue", I believe it would be more competitive with an effect like this: "If you control a face-up LIGHT Dragon monster, you can Special Summon this card (from your hand). You can target 1 face-up LIGHT Dragon monster you control and pay LP in multiples of 500 (up to 2000); that Level's monster is reduced by 1 for each 500 LP you paid, until the End Phase. HOPT." It would be a kind of "Star Blaster", decreasing a Level 12 or lower monster by up to 4 levels, but with the tuner ability to easily summon a Level 9 Synchro monster.

I think "Blue-Eyes White Lightning Dragon would be better if the + was switched to the tuners instead of the non-tuners.
