You can only use this effect of "Empire of Draconia" once per turn. You can only activate 1 "Empire of Draconia" per turn.

If you control a "Draconia" Link monster, you can activate this card from your hand. Activate this card when your opponent activates a Spell/Trap card or a monster effect while you control a "Draconia" monster or a Normal monster. Negate the activation and destroy it, then, if you control "King of Draconia", set this card instead of sending it to the GY. You can only activate 1 "Draconia Authority per turn.
