I can probably tell that the pic is most likely to be overused but, whatever.

 

 

Effect:

You cannot Normal Summon or Set this card. This card cannot be Special Summoned except by tributing 2 face-up DARK monsters on your side of the field. This card is unaffected by Trap Cards. During your Main Phase 1, you can release 1 face-up DARK monster on your side to activate one of the following effects:

-Deal damage to your opponent's Life Points equal to the amount of stars of one of your opponent's monsters x 200.

-Destroy 1 face-down card on the field.

-Increase the ATK of this card by 500 until the End Phase of your turn.

The OCG isn't perfect. But it hardly ever is. The only errors I see are:

1. "You cannot Normal Summon or Set this card."

Should be "This card cannot be Normal Summoned or Set."

2. "equal to the amount of stars"

Should be "equal to the level"

That's it. Nobody is perfect. But great card reguardless.

well, there is one error for OCG:

should be written:

 

"Deal damage to your opponent's Life Points equal to the level of 1 of your opponent's monsters x 200."

 

other than that, it is perfect. ;)

 

the effect is nice, and balanced.

Sorry, but it's not really "perfect" OCG. If you are going to use 5D's terminology, be consistent. Don't use "Tribute" at one part and then "Release" at another. If we are using current OCG and not 5D's, it's ideal effect should read:

 

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing 2 face-up DARK monsters you control. Once per turn, during your Main Phase 1, you can Tribute 1 face-up DARK monster you control to activate 1 of the following effects:

-Select 1 of your opponent's face-up monsters and inflict damage to your opponent equal to that monster's Level Stars x200.

-Destroy 1 face-down card on the field.

-Increase this card's ATK by 500 until this turn's End Phase.

 

As it is, it's sort of overpowered. Make it's DARK Tributing effect once per turn and it should be okay. Also, yes the pic is overused (in fact I used it not that long ago), but instead of worrying about that, I'm saying you should change the picture, since it doesn't really match the card all that well. It looks like it could go for a LIGHT monster.

And the bit about Traps should be:
