Once Aang is dead and the avatar cycle has gone through, it would probobly be someone in the northern air temple. And to Zeroshot, how is Ty Lee be an airbender? He was then settled into the Fire Nation. I really don't see why not. I don't even remember seeing her fire bend, let alone any form of bending. Say there's some mystic rule where only the Avatar can multi bend, then that'd mean (If she doesn't have fire bending), that she could in theory learn air bending. Ty Lee is not a Fire Bender obviously by her fighting style so it is possible she is a Nomad and can learn Airbending. And actually, Ozai should be able to use the force.
