What they intend to do, is make two protons (not atoms) smash together very, very fast. Now, protons are among the biggest sub-atomic particles, and therefore have the greatest energy at high speeds. (energy = mass time the speed of light to the power of 2, or e=mc^2) What should happen, is that the protons will split apart, very briefly creating an area of extreme density (ie, a black hole), before all the little particles which make up the proton come whizzing out. What scientists will be looking for is the Higgs-Boson particle, which is the particle that every else is made of, that gives things "mass" (mass and energy being different forms of esentially the same thing). Now, there is an incredibly small chance (1 in 5x10^21, or 1 in 5,000,000,000,000,000,000,000) that the black hole will not collapse, but instead, become stable. If that happens, yes, we are stuffed. It would steadily grow, and we'd die after about a month when the oxygen would have been sucked out of the earth's atmosphere. But the chance is so small, it isn't really worth worrying about. The other thing you have to remember, is that it is damn hard to "aim" protons. It may be years before we get some to collide, or it may be almost straight away. Second, two protons, not two lasers, third it is in a 27 km circle underground, not over the sea, forth, just under the speed of light, because at the speed of light is impossible, fifth, it isn't designed to replicate Big Bang, but instead to find the Higgs-Boson particle, so we know how Big Bang works, sixth, it will create a black hole, but the black hole will be unable to sustain itself, finally, it isn't pointless, as it will help us understand a) how mass/energy truly work, and b) how the universe was created. Very high chance in terms of other things, but very small really. They're actually aiming to create one to lock for a certain particle....(damn geek in my Induction group at work....)
