this card is like a bank for spell counters to put it simply

 

It's far more than that. Imagine a Breaker that can wipe the entire backfield and still swing for 1900. Or a Royal Magical Library that can draw 3-4 cards at a time.

Lets, think, the best targets for spell counters will be Breaker, Dark Valkyrie, DRE, Exempler, Marionette, and Magical Library. Now in order to even use the effect, you have to be able to pay the effect in full.

 

Now lets read the effect closely, Im only going to focus on 1.

 

Once per turn, If you remove a spell counter(s) from your side of the field to activate the effect of a card of yours, you can remove the spell counters from this card instead.

 

If you read it closely, that means you would have to have the necessary spell counters already placed on the card you would like to use, before you can remove any from the field. Breaker is nice, He comes with 1. That means, before you would use Breakers initial, you would use the fields first, HOWEVER lets say latter in the duel, You already used breakers counter, yet you have a nice amount on the field spell, well now its just useless and pointless.

 

Same with RML, you would need 3 on the field, AND 3 on RML, just to use the field card. In a sense, its wasted effort to use this card on any Spell counter themed card that doesn't bring its own spell counters, narrowing it down to simply Breaker, DRE, And in a long shot, Dark Valkyrie.

If a card with a Spell Counter(s) on it is destroyed, place a number of Spell Counters on this card equal to the number of Spell Counters that were on the destroyed card. [b']Once per turn[/b], if you remove a Spell Counter(s) from your side of the field to activate the effect of a card of yours, you can remove the Spell Counter(s) from this card instead. If this card would be destroyed, you can remove 1 Spell Counter from this card instead.
