First you create a folder on the desktop called "GIMP Brushes". Extract the brushes there. Then open GIMP and go to File->Preferences and scan down to the bottom where it says folders. Click the "+" and then click on Brushes. Make a new source location and set it to the "GIMP Brushes" folder on the desktop.
