lol@Level up ruling. It's listing of Winged Kuriboh LV9 is completely different from other LV monsters' evolutionary listing for which Level Up was made. Same kinda thing with the Level Down ruling.

not a bad card, just not meta-appropriate, maybe some use in chain burn or counter fairies, it would probably make your opponent regret running those pesky LS monsters, given the amount of spells they'd loose.
