I vote Fuzzie ^-^ .... first card is overpowered and has OCG errors... but second card is fairly balanced... I only found a couple of things :)

fixes:

[spoiler=Naruto_14]Once per turn, you can add 1 Spell Card from your opponent's Graveyard to your hand and decrease this card's ATK by 800. As long as you control this card, cards cannot be set. When this card is destroyed, activate 1 of the following effects:

• Special Summon 1 Level 4 or lower monster from your hand and increase its ATK and DEF by 400. • Negate the effects of Monster Cards until the End Phase of your next turn. • Destroy 1 monster you control and draw 1 card. If it's a Monster Card Special Summon it. • Increase the ATK and DEF of all monsters you control by 400 until the End Phase of your next turn.

• Increase your Life(space)Points by 500 for each card in your hand.

(NOTE: you don't have to leave so many spaces between the effects..that's why the effect can't be readed in the card.)

 

[spoiler=Fuzzie]If you control no monsters, you can pay 500 Life Points to Special Summon this monster from your hand. This card cannot declare an attack. If this card is used as a Tribute for a Tribute Summon, this card counts as up to 2 monsters. This card cannot declare an attack. (NOTE: I don't really have a note for this one LOL :) )

-1st Card-

VERY overpowered

ocg needs quite a bit of work

Pretty good picture

-2nd Card-

Hand drawn picture, I don't like it, but kudos for giving it a go

Ocg is decent

Effect is overpowered, but not as much as the 1st card.

 

My vote goes to Fuzzie, although there both not to great. Fuzzies is an instant Lv 7 or 8 monster, but this could be balanced perhaps with some summoning restrictions or other things. The 2nd card is very overpowered because its only level 8 and has fairly large ATK points and it can do just way to many things.
