If you REALLY wanted to, you could use microsoft paint, but the result would most likely be very bad and it would require to much effort. Another choice is a free downloadable program called GIMP. It has many features and is very good for recoloring cards and is very similar to Photoshop. Photoshop offers tons of easy and interesting ways to edit your cards and pictures and such and it is very useful. However, photoshop costs money unless you already have it. Your best choice is to google GIMP and download it for free. Link to comment
