Voltic can only bring back removed from play EH's. and to make the OTK you must have your Voltic inflict damage and get another removed from play one, then have it returned to your hand with Begone Knave! and have Degenerate Circuit to remove it from play again. sorry. I think you should use Macro Monarchs as a base. Maybe something like this: Monsters: 20 3x Caius the Shadow Monarch2x Thestalos the Firestorm Monarch1x Raiza the Storm Monarch1x Elemental Hero Stratos3x Elemental Hero Voltic3x D.D. Survivor3x Cyber Valley3x Lyla, Lightsworn Sorceress1x Ehren, Lightsworn Monk Spells: 15 3x Allure of Darkness2x Solar Recharge3x Dimensional Fissure2x Reinforcement of the Army2x E - Emergency Call2x D.D.R. - Different Dimension Reincarnation1x Giant Trunade Traps: 7 1x Torrential Tribute1x Des Counterblow2x Macro Cosmos3x Solemn Judgment I did my best here. Im don't think focusing on just the Voltic OTK is a good idea. I don't think it is very consistent. I added a few LS in here for a little extra draw and mill which can also get a Voltic removed from play so you can execute the OTK a little easier.
