I would suggest giving it a lower level and ATK and DEF power. oh sorry, forgot to rate. If you fix the power and level, i give it a 9/10. Tuner comes before effect but effect shouldn't even be there in the first place if its a Tuner. Use the new Sub-Type app in the Card Maker. A level 6 Tuner still isn't very good, try 4.
