Loops that dont stop are the ones that are illegal. For example, playing a Life Point gaining Card while Bad Reaction to Simoochi (or whatever that card that changes Life Point gain into Burn Damage) and Prime Material Dragon are on the field. The loop cannot be stopped once it is started. Banning an action that sets off that type of Infinite Loop solves the problem. The Manticore Loop does not fall into that category and is perfectly legal.
