MAKE THIS CARD A CONTINUOUS TRAP CARD

 

Here is the corrected OCG (I changed a couple of things according to what I assumed you meant...hope you dont mind)

 

Your opponent cannot draw any cards until your fifth Standby Phase. While this card is on the field, you must Tribute 1 monster during each of your End Phases. If you cannot, your opponent draws 1 card for each of his/her Draw Phases that has passed since this card's activation.

 

BTW...this card is still a lil OP

Increadibly overpowered. The grammar/ocg could be better too.

 

Reasons:

First of all, your opponent can't draw for 5 turns. Thats just strong.

Then, lets say your deep into the duel, if you use it's effect for 4 turns (saying your opponent would live even tho they went 4 turns without anything new, and you still getting stuff), and then don't tribute a monster, then your opponent would draw 20 cards. More likley than not, that is a deckout.

 

And the grammar/ocg is easy too see.

BTW, typo on the last work. You say

"In used"

Supposed to be

"In use"

ridiculous.. its too overpowered... not only you are skipping your opponent's next 5 draw phases, but you are stoping them from drawing at all.... and if you don't tribute the monster as stated above, its a deckout. I would change the effect to something like:

As long as this card remains face-up, skip your opponent's Draw Phse. Destroy this card during your opponent's 4th Standby Phase. When this card is destroyed, your opponent draws cards equal to the number of skipped Draw Phases +1.

I think even like that is too strong, but thats an improvement.

that second card is a stronger graceful charity... and why isn't Ritual Summon there too? to make it shorter is better to say "When a monster is Summoned or Set." rather than writting:"Normal Summoned, Flip Summoned, Set, Fusion Summoned, Ritual Summoned, Synchro Summoned, or Special Summoned." (I know you didn't cobered all these but if you do, the first way is the shortest that covers everything)

 

you usually say each, not every.

and I hope that doesn't mean that this card will be active for all the turn :/
