Having to pay 1000 Life Points AND destroy all other monsters you control (implying that you'd have to put out at least 1 other monster to be blown up to trigger one of his effects) seems a little unnecessary. Being forced to commit to just this monster can be dangerous, so paying 1000 Life Points really does nothing but put you further into a hole that you might fall into. I think you can remove the Life Point payment completely, and just make it "By destroying all other monsters you control, select and activate 1 of the following effects:" and go with it. If you blow up everything else you have just for a single card destruction or a quick ATK boost, and then run into an effect monster/something like Sakuretsu Armor, you've lost a lot of potential advantage. Other than that, the card seems fine. I might use it alongside Treeborn Frog or something that can keep reviving to serve as ignition fodder for its effect, but I really think the Life Point payment is unnecessary on top of forcing yourself to stick with him. 8/10.
