No, i think it means, if you used an attack like Flamethrower, it's power will be boosted, but it's secondary effect, burning your opponent, won't work.

Since Felix mentioned BoltBeam, imagine an Ice/Electric type. With Nasty Plot and a decent speed, you could totally run a NastySub + STAB BoltBeam, and rape everything. :D

That brings up a funny story. I was playing SS, and I made it to Karen of the Elite Four. Obviously, my in-game player's name was DARK. And her lines were fucking hilarious.

 

"Your name is DARK? How amusing. I use Dark-type Pokemon." or something to that effect.

 

I was just like o_O. For a second, I didn't think that was the normal text or something, because it sounded so damn punny.

If you were using Feraligatr, you could have easily beaten her. Just Superpower and do around 60%, switch out and let something die (an HM Slave), switch 'Gatr back in and finish her off with Superpower. IIRC, her Umbreon didn't have Curse or anything like that, so there was no chance of her boosting up and owning you.

I'm going to start with Toto on my next file, if I make one. On my first file I used Cynda. I'm using Chika right now.

I'm going through my second run through of Heart Gold, I exported Cynadquil to Diamond to EV train him, but then realized that was kinda noobish, but not before getting him to level 23. And since I didn't want to completely rape the first two Gym Leaders, I'm using other Pokemon till I beat Whitney.

 

So, my team so far consists of Kanaskahn and Beldum, and to a lesser extent, Doduo and Pidgey.

 

Yes, I abused to the Pokewalker, sue me.

On that note, I am still trying to catch Groudon. After that, and after I get Rayquaza, Battle Frontier is my next option, either that or getting those five golden leaves.

I traded mine over to Diamond so I don't have to worry about trading for another one. Kyogre is easy as hell to catch, so there's no problems there. Rayquaza, however, is the biggest jabroni in the entire game.

Recoil isn't a secondary effect. Flamethrower, Ice Beam, Thunderbolt, Crunch and Meteor Mash etc all have secondary effects in terms of their being a chance that it'll happen. Recoil will happen indefinitely and is a price of using the moves, so it’s not secondary and won't be negated by Encourage.

Unless you have Rock Head or Magic Guard, because the former blocks recoil damage and the latter blocks all non-attack damage.

I don't think we have any Pokemon under the C Category. GameFreak made it a point to give recoil moves to Rock Head Pokemon, for example Relicanth with Head Smash. Sure, the Pokemon suck, but I'm pretty sure all Rock Head Pokemon have SOME good recoil move.

Aggron isn't that bad.

Aggron is fast after a Rock Polish.

Aggron has Head Smash.

I'm not saying that Aggron isn't cool, because it has a kick-ass sprite, but it's not really that good.

 

It has a 4x Fighting and Ground weakness, as well as a notable Water weakness.

It only reaches 398 Speed after a Rock Polish (assuming Adamant and 252 Spe), which isn't amazing.

Head Smash has 80% accuracy, which is the same as Stone Edge. And apparently to some dude at Smogon (Jumpluff, I think), Stone Edge is the worst move in the game.

Also, needs more Fire types. I noticed in the Sinnoh Region that there were only very few Fire type pokemon. The only ones were Chimchar and it evolution group.
